If someone had XY chromosomes, but fully functioning female genitals- working ovaries, working uterus, healthy vagina, totally capable of having children- would you say that's someone who is biologically male?

They do, in fact your males that can give birth, well why is Swyer Syndrome, the name of the condition found on a government website concerning cancer.  Yeah, its tragic that people suffer Swyer Syndrome and as that is one of about 30 or so very real diseases that causes people to not express the sexual traits of their chromosome I am all for them, even from childhood, having hormonal therapy and corrective surgery.  However, Swyer Syndrome is fairly uncommon:

I like this chart from Scientific American.  It does a good job of laying out why biologists recognize sex to be a bimodal distribution- a spectrum between the POLES of male and female, essentially- rather than a straight binary of male and female.  It's because of conditions such as Swyer, Kleinfelter, and obviously many more as we can see above.
