Sanitation, postal service, that kind of thing. There are a lot of jobs that some communities won't have, like if you're living in an urban community you may not have agricultural jobs and if you live in an agrarian community you may not have a need for factory workers. But other jobs will need to be done everywhere. Those are municipally obligatory. There is no government forcing you to do those jobs.
