The good news is that they will supply those to their proxies in the Donbass.  The bad news is the shit we give to the Ukrainians will likely land in the laps of people far more dangerous than Russia.  I say this because of Kim Jong Un's rockets.  Kim's firecrackers used to be notoriously underpowered and would tend to fall harmlessly into the sea.  Then the maidanists took over Ukraine and seized control of old soviet era rocket plants.  Jodolph Bidler's Ukrainian oligarch friends assumed ownership of those rocket motor plants and they sold those to purchasers who wanted them.  One of the buyers was Kim Jong Un, and now the North Koreans have rocket technology that makes them a serious threat.

2017 is the year of importance in this issue because prior to 2017 North Korea did not the tech to launch ICBMs successfully, then in 2017 they did.

Well they have been making those for years so I wouldn't say make more, but yeah they will be pocketing billions more dollars.  They already are.  Someone should really audit the Shit out of the Pentagon and MIC and find out where the money is going.  Don't use time of national crisis as an excuse not to.  Some senator, Harry or something, guy became a president later on, audited the shit out of the Pentagon.  Yeah, Truman had been around Tom Pendergast long enough to know a scam and corruption when he saw it and in WWII he uncovered and in committee and on the senate floor he called it out.  Got him the ear of FDR and they bumped him up to VP so he'd do the traditional senate things like going to funerals and being the tie breaking vote in the Senate and waiting for his boss to die.  Then he became president, and aside from the whole founding the CIA thing (something he later publically regretted) and Hiroshima and Nagasaki (but then the other option was millions of American dead and wounded and the utter destruction of Japan and a far longer and more miserable war) he became a pretty damn good president.

Let me clarify, the Ukrainian government itself was not involved.  It did not need to be.  However, once Yanukovch was replaced by the Oligarchs chaos and lawlessness set in and laws specifically banning the export of rocket parts to regimes such as North Korea were ignored.  Kim had money and the plant and the scientists involved wanted parts.  

Also, the North Koreans would only need three or four.  Two to test in launches, and two or three to reverse engineer.  Put those on a freighter, mark as agricultural implements and they are shipped out of Odessa or Nikolayevsk and have cash to pay off the customs agents at the port and they are on the boat to North Korea.  They weren't shipped through  Russia, they were probably put on a freight ship and sailed out.  Anyways, All they would need are three to four rocket motors.  Rocket motors aren't too terribly big.  Hell the Russians parade a truck mounted ICBM every year at victory day.  If you can drive a rocket through the streets of a city of over 10 million people you could easily put a couple of components in the back of a semi and unload them onto a ship and nobody would ask any questions.

As we learned during the Cold War, any fool could make a bomb.  You could or I could.  Hell, read a few physics books and you can learn the theory, the problem is getting fissible material.  Can't get the uranium sets like you could in the 1950s.  

So yeah, reverse engineering with some level of competence is all they'd need.  Its how the Russians got their first cold war strategic bombers.  The Pentagon did not want them getting our B-29s.  Oh Stalin tried, he really really did.  Then, fortunately for him, a flight of B-29s encountered bad weather over Japan and got lost.  While the Soviet Union was an ally in Europe, they were strictly neutral in Asia until they came into the war on August 8, 1945.  Anyways, when the B-29s landed in Russia, their crews were interrogated (minus the usual violence the KGB used on prisoners), and sent on a long roundabout route home.  First in sealed train cars to Kazakhstan then out through central Asia down to Iran where they were released to the American Embassy.  The Soviets kept the planes and had them shipped to the Tupolev design bureau.  One of the planes was used for flight test purposes,  one was then completely taken apart and reverse engineered and the other was kept for static comparison purposes and to serve as a model for the reverse engineering method.

Now despite the Tu-4 being slightly heavy with slightly less range and slightly less payload the operation was a remarkable success complete with some only in Russia anecdotes and some tributes to following an order to the letter.  They painted the interiors of the Tu-4 the exact same colors as ours did.  There is at least one story out there that suggests that one of the B-29s they had had bullet holes in it inflicted by a Japanese fighter plane and so they burrowed the same holes into the Tu-4, but most dismiss that.  The big issue they had in their project was Soviet machinery used metric measurements and we used Imperial.  So they had slight differences in thickness and lengths and width of components and so there was slightly more weight and the Klimov engine plants provided less power than our engines and so they had a more weighty but less powered plane but with close enough handling and flight characteristics and we were unaware of their success in this until the late 1940s when some of our observers went to the Kubinka Air Field for the Annual Moscow Aviation Day Parade (which was designed to impress foreign observers with Soviet technology, sell Soviet products to buyers in client states, and thrill the Moscow public) in the late 40s and saw a flight of 5 or 6 Tu-4s.  When our observers saw three we assumed they were merely flying the interred B-29s.  When the next 3 flew by we realized they had reverse engineered and built their own.  

The North Koreans have done similar.
