AP FACT CHECK: Democrats distort coronavirus readiness

THE FACTS: They’re both wrong to say the agencies have seen their money cut. Bloomberg is repeating the false allegation in a new ad that states the U.S. is unprepared for the virus because of “reckless cuts” to the CDC. Trump’s budgets have proposed cuts to public health, only to be overruled by Congress, where there’s strong bipartisan support for agencies such as the CDC and NIH. Instead, financing has increased.

Indeed, the money that government disease detectives first tapped to fight the latest outbreak was a congressional fund created for health emergencies.

Some public health experts say a bigger concern than White House budgets is the steady erosion of a CDC grant program for state and local public health emergency preparedness — the front lines in detecting and battling new disease. But that decline was set in motion by a congressional budget measure that predates Trump.

The broader point about there being “nobody here” to coordinate the response sells short what’s in place to handle an outbreak.

The public health system has a playbook to follow for pandemic preparation — regardless of who’s president or whether specific instructions are coming from the White House. Those plans were put into place in anticipation of another flu pandemic, but are designed to work for any respiratory-borne disease.

Among the health authorities overseeing the work are Dr. Anne Schuchat, CDC’s principal deputy director and a veteran of previous outbreaks, and Dr. Anthony Fauci, NIH’s infectious disease chief who has advised six presidents.

“The CDC’s response has been excellent, as it has been in the past,” said John Auerbach, president of the nonpartisan Trust for America’s Health, which works with government at all levels to improve the nation’s response to high-risk health crises. Some Democrats have charged that Trump decimated the nation’s public health leadership, but Auerbach said CDC’s top scientific ranks have remained stable during the past three years.

Cambridge-based Moderna sends possible coronavirus vaccine for testing

A Cambridge company has submitted a potential coronavirus vaccine for federal testing just two months after an outbreak of the infectious virus that started in China, killing 2,500 people while spreading rapidly through Asia into Europe and the United States.

Cambridge-based Moderna’s scientists began collaborating with the National Institutes of Health a month ago to develop a vaccine for the highly contagious virus, with funding received from the International Coalition for Epidemic Preparedness Innovations. Moderna announced Monday it has sent the vaccine to the NIH.

“I want to thank the entire Moderna team for their extraordinary effort in responding to this global health emergency with record speed,” Juan Andres, Chief Technical Operations and Quality Officer at Moderna, said in a statement. “The collaboration across Moderna, with NIAID, and with CEPI has allowed us to deliver a clinical batch in 42 days from sequence identification.”

The vaccine, which Moderna calls mRNA-1273, was shipped to the National Institute of Allergy and Infectious Diseases to be used in their planned study in the U.S., the company said.

FACT CHECK: DID TRUMP CALL THE CORONAVIRUS A ‘HOAX’ AT HIS SOUTH CAROLINA RALLY?

Verdict: False

Trump referred to the alleged “politicizing” of the coronavirus by Democrats as “their new hoax.” He did not refer to the coronavirus itself as a hoax. Throughout the speech, Trump reiterates his administration is taking the threat of the coronavirus seriously.

Fact-Check: Obama Waited Until 'Millions' Infected and 1000 Dead in U.S. Before Declaring H1N1 Emergency

In April of 2009, the H1N1 became a pandemic.

But it wasn't until six months later, October, that then-President Obama declared a public health emergency on what was already a pandemic. By that time, the disease had infected millions of Americans and more than 1,000 people had died in the U.S.

CNN reported at the time:

Since the H1N1 flu pandemic began in April, millions of people in the United States have been infected, at least 20,000 have been hospitalized and more than 1,000 have died, said Dr. Thomas Frieden, director of the Centers for Disease Control and Prevention. [emphasis added]
Furthermore, the CDC's Frieden fretted at the time that efforts to create a vaccine had stumbled:

"We are nowhere near where we thought we would be," Frieden said, acknowledging that manufacturing delays have contributed to less vaccine being available than expected. "As public health professionals, vaccination is our strongest tool. Not having enough is frustrating to all of us."
Frieden said that while the way vaccine is manufactured is "tried and true," it's not well-suited for ramping up production during a pandemic because it takes at least six months. The vaccine is produced by growing weakened virus in eggs.

But wait, there's more.

According to Virology Journal, the 2009 H1N1 came into the U.S. from Mexico:

The swine-origin influenza A (H1N1) virus that appeared in 2009 and was first found in human beings in Mexico, is a reassortant with at least three parents. Six of the genes are closest in sequence to those of H1N2 'triple-reassortant' influenza viruses isolated from pigs in North America around 1999-2000.

WHO chief on coronavirus: Global markets ‘should calm down and try to see the reality’

Market panic over the fast-spreading new coronavirus is uncalled for, the World Health Organization’s director-general said Sunday as governments around the world rush to contain its spread.

“Global markets … should calm down and try to see the reality,” Tedros Adhanom Ghebreyesus told CNBC’s Hadley Gamble during a panel discussion at the King Salman Humanitarian Aid Center’s International Humanitarian Forum in Riyadh. “We need to continue to be rational. Irrationality doesn’t help. We need to deal with the facts.”

The comments come after global stocks were slammed in their worst week since the 2008 financial crisis. The Dow Jones plunged a whopping 3,500 points across the week, more than 12%, its largest weekly point loss ever and biggest percentage drop in 12 years.

Some people forgot about this Trump EO, here's a reminder.

Executive Order on Modernizing Influenza Vaccines in the United States to Promote National Security and Public Health

Sec. 2.  Policy.  It is the policy of the United States to modernize the domestic influenza vaccine enterprise to be highly responsive, flexible, scalable, and more effective at preventing the spread of influenza viruses.  This is a public health and national security priority, as influenza has the potential to significantly harm the United States and our interests, including through large-scale illness and death, disruption to military operations, and damage to the economy.  This order directs actions to reduce the United States’ reliance on egg-based influenza vaccine production; to expand domestic capacity of alternative methods that allow more agile and rapid responses to emerging influenza viruses; to advance the development of new, broadly protective vaccine candidates that provide more effective and longer lasting immunities; and to support the promotion of increased influenza vaccine immunization across recommended populations.

Sec. 3.  National Influenza Vaccine Task Force.  (a)  There is hereby established a National Influenza Vaccine Task Force (Task Force).  The Task Force shall identify actions to achieve the objectives identified in section 2 of this order and monitor and report on the implementation and results of those actions.  The Task Force shall be co-chaired by the Secretary of Defense and the Secretary of Health and Human Services, or their designees.

Donald Trump Meeting with Pharmaceutical Companies to Accelerate Coronavirus Vaccine

President Donald Trump said during a Monday meeting at the White House with Colombian President Iván Duque Márquez that he is asking pharmaceutical companies to accelerate a vaccine for the coronavirus as an outbreak continues to threaten the United States.

“We’re talking about a vaccine, maybe a cure. It’s possible. We’ll see about that,” Trump said. “We’ve asked them to accelerate whatever they’re doing in terms of a vaccine.”

Currently, human trials for the vaccine are about six weeks away, according to Health Department officials.

Trump said he already planned to meet with the heads of pharmaceutical companies to discuss lowering drug prices but that he would focus the conversation on the coronavirus.

“We’re working very hard with the CDC, with everybody, on a subject that has become a very big subject,” Trump told reporters.

There are now 86 confirmed cases of the coronavirus in the United States and two deaths, both in Washington state.

“Some additional people were reported,” Trump said. “They’re in good shape, but we have some additional people that were reported, not very many in the United States.”

That would be 6% with those numbers but the incubation period is up to a month long and people have been quarantined for only 14 days. What does that mean? It means that there are many more asymptomatic cases out there than we know which means that our numbers aren't accurate yet.

The reporting about this thing reminds me of The Weather Channel during hurricane season.  You just have to turn it off after a while.  The reporters are literally cheerleaders for the storm.  Bizarre.
